The Central Alliance is a government organization that watches over the city, they also founded the Academy, a school that teachers people how to control their powers and steers them towards a career where their powers and gifts would be the most useful.
Rebels are against the government an academy, twisting their words to believe they are polluting the minds of those with powers, and treating those with useless powers the same as those with greater powers and pushing them towards lesser jobs. They plan on overthrowing the government and getting rid of the lesser powers to keep the strongest supers around, they hope to create a generation of truly super beings.
Battles between the Rebels and the Alliance have already ravaged the city, the citizens are heavily caught in the crossfire. The Rebels have stooped to kidnapping children showing powers they deem high quality for their cause, and the 'lessers' are used as ransom to gain ground from the council. The Rebels have blocked off the city, allowing no one to enter the city, and they've cut the power source to the citizens leaving everyone afraid and in the dark. Looting and muggings are running rampant, the Rebels lurk around every corner to bully citizens into submission. The poilve force known as the Central Commandos are running mad to stem the chaos, but are paranoid and arresting anyone on suspicion or Rebel affiliation.
The Council has sealed their children, their greatest powerful beings and their treasures under the city and surrounded them with Commando guards to protect them.
