Description: 5'11 broad shouldered, with blondish, long, wavy hair (past his jaw but not to his shoulders) and a short bearedstache combo. He has striking dark blue eyes and gives a stern look to make even the hardest of criminals a guilty conscience. Alan is a very serious person and is constantly on the job even when off the clock. He disagrees with the Council a lot and has been suspended a lot for getting arguments. He tries very hard to defend the city and its people from the actions of the Rebels and other acts of violence and danger. The Council wants to stick him behind the desk but Alan has other plans, he's been a field work ranger for the commandos for 20 years and he doesn't plan on ever stopping.

Powers: Lightning Master, Alan can absorb energy and project it back out again in the form of lightning and static. He can also fly short distances with enough stored energy, mostly he using long jumps and 'touch downs' to get around. The power outage has effected his energy intake so he has to find energy from other sources. Lack of energy absorption can make him weak and unable to cast his lightning. When he's irritated his hair sometimes bristles off his neck from crackly static and he can shock people on contact without meaning to.
History: Alan graduated the Academy and went into the Commandos but didn't play well with others despite his loyalty to the citizens of the city. He got special permissions from the council to open the position of Rangers, so he could field work alone. He can tell he's pressed buttons when the Chief assigns him partners and cadets, but he usually gets the new party to request a transfer sooner or later.
